I've seen where the update does not close the service properly and the update will hang. Use the task manager and kill the BI process and run the update manually.
If first compacting (or repairing) the DB doesn't help, then I would try this... Use the download only option. Close the Blue Iris app, and stop the service. Find the downloaded update file in the install folder. Then double-click the update file.
