Bolton is just speculating as he doesn't have access to classified info. He may or may not be right. He's been known to be wrong plenty of times. Speculation, couch quarter backing, and hind site equals lining his pockets on the MSM. Makes for entertainment like a lot of what we are seeing posted on X or on the tube.
