Here's a decent explanation of the No Tax on Social Security bait-and-switch. It's from PBS, yet appears to be surprisingly correct (for them).

"President Donald Trump keeps saying that Republicans’ mega tax and spending cut legislation will eliminate taxes on federal Social Security benefits. It does not.
At best, Trump’s “no tax on Social Security” claim exaggerates the benefits to seniors if either the House or Senate-passed proposals is signed into law."

"But instead of eliminating the tax, the Senate and House have each passed their own versions of a temporary tax deduction for seniors aged 65 and over, which applies to all income — not just Social Security. And it turns out not all Social Security beneficiaries will be able to claim the deduction. Those who won’t be able to do so include the lowest-income seniors who already don’t pay taxes on Social Security, those who choose to claim their benefits before they reach age 65 and those above a defined income threshold."

In other words, tax-wise, it has absolutely nothing to do with Social Security!

My understanding is that the tax bill cannot be used to make changes to an entitlement program such as Social Security. It would require its own separate legislation. It seems like they tried to come up with something that would do the equivalent without having to present other legislation. I'm not sure what the deduction is here, but it may be equivalent.

The one thing, though, that you highlighted... If one doesn't pay any taxes as is on their Social Security income, why the hell should the get this extra deduction? By definition, a deduction is against taxes paid. If one pays nothing, how much less of "nothing" should they pay in taxes?

It's not only not equivalent, but is not related to social security in any way other than the lie that's being told.

The tax benefit is a larger standard deduction for those over 65, $4,000 in the house bill and $6,000 in the senate bill. In the 12% bracket that lowers tax by $480 or $720. Or viewed differently, anybody with over $4k or $6k in annual taxable social security gets some or most of social security taxed, only if you buy into the silly game that this "benefit" offsets social security taxation, which it doesn't. It's a general deduction not tied to social security at all.

No. It is a deduction from your AGI (Adjusted Gross Income). What you are thinking of is called a Tax Credit.
 
I realized that this misrepresented deduction could just as dishonestly be called "No tax on interest", or "No tax on dividends", "No tax on rental income", "No tax on gambling winnings", or any other type of income. It has every bit as much to do with those things as with social security. I know Trump isn't that dumb, but why does he think we are?
