I upgaded from the UNI 4MP 2.8mm Bullet (IPC2124SR3-ADPF28M-F) to the new UNV Owl Wise 4MP 2.8mm Bullet (IPC2314SR-ADF28KM-WP) "night vision". Wow. Here are two side by side. The BW infrared vs the Color Owl Wise. Both are at 02:00 AM, the Owl WIse was with no "smart illumination -(off) and with a partial full moon.
It's amazing. On nights with no moon and overcast, the lighting is extremely good. The overcast tends to give enough scattered light from the city downtown several miles away (reflected light). On clear nights, no clouds the image at night is good but not as sharp. Using the camera "smart light" gives full sharp color image. I prefer
when I can to not use the white light on the camera, it's not that bright but it is noticable. The IR lights (two faint red dots) are far less visible and I prefer not having a camera be seen.

Can you post a video with a person walling by on that sidewalk at 2am? or 11pm just so its well after sunset

It's not a sidewalk. Nobody is in the backyard at 2AM so no video of people.

There is some motion blur when there is no full moon and the "white light" is not on. With the camera light on, or full moon there is virturally no motion blur. I just installed the camera so I don't have much movement at night.
I did not install a Owl View facing the street as this camera was bought as a "test" to see if was all they said it was. So far I am pleased.

IMO it looks like the color image is taken during the day and not at night. If it were a night image then a whole lot of folks would be buying this camera by the boat load. With that depth of field plus no stars and stark shadows I would question that this is a 2 AM night image.

Also please post your day and night settings as to shutter speed, gain, etc.

Not necessarily - here is a ColorVu camera when it first came out and was just moon light. But we all know that was with a wide open shutter and gain cranked up!

It is why so many asked for a video or freeze frame with movement at night - many cameras can make it look like daylight if you set the parameters to do so, but motion will be a complete blur.
