Cluster bombs you say. Not a word on the leveling of building in Lebanon, Tehran, Gaza.

I don't deny.
But Israel/US target military targets/infrastructure, while Iran/Hamas/Hezbollah don't care and target both civilians and military.

Also, according to rules of war, you can level a building, but using cluster bomb is not allowed.

Note, having civilians causalties is also allowed when pursuing a terrorist (like when taking down Hasan Nasrallah).
