So CVS (owned by Aetna but that’s a different grift) defrauds the .gov for 10 years and ordered to pay it back, but nobody goes to jail?

Meanwhile, in Canada where they have FREE Healthcare....
In Oregon the insurers on the "affordable" care act exchange got a 10% rate increase for 2025. They are filing for another 10% for 2026. No inflation???
