Is this another one of those warped stats where they're comparing averages? If they take total income divided by # of persons, people like Musk, Bezos, and all of the grossly overpaid corporate execs might make people with no actual income at all look like they're doing pretty well. Is this how they came up with the claim? No telling because they don't say a thing about what the data is or how it was calculated. Just as believable as a camera that gives a great color image with no light.

In fairness they're not armed, only armed response officers are.

That said, they do have pepper spray. For some strange reason, non of them appear to have tasers. All my local police have them. Could be a local force decision.

Trouble with British Police is there more likely worried if they tase him he'll fall on his knife. You might not understand that over in the US but it may make more sense if you look at the following post about another street crime and a Politician's response which has been echoed many times:
