    Sorry I have never used or installed BI V4; Blue Iris 5 was released on May 31, 2019. You are using a version that might be 6 years old, I hope that there are some people here that remember how V 4 works!

    Are your 70' and 200' ethernet cables pure copper or CCA (Copper Clad Aluminum)? Do the cameras work if you connect them close to the POE switch?

    Look at the camera status window and make sure the FPS/Key rate is set to 1, might fix the problem if it is not set to 1
