John Winthrop, the governor of the Massachusetts Bay Colony, in 1630. In his address titled "A Model of Christian Charity," Winthrop stated, “We shall be as a city upon a hill. The eyes of all people are upon us,” drawing from Jesus’s Sermon on the Mount in Matthew 5:14: “You are the light of the world. A city set on a hill cannot be hidden”.
