New Bullet Camera Installation Issue, Stiff Base Adjustment

I tried to install a new bullet camera and I noticed that if I keep the marker notch (the indicator meant to stay on the top side) facing up, the view angle points to the opposite side of where the camera can tilt. I tried twisting the base part, which makes a clicking noise when we spin it but it so much stiff not even moving a bit. I was worried it might break if I applied too much force. The other camera I checked twists very easily, but this one feels stiff. Do you know the correct way to make it twist more easily? What would you suggest to make it work properly?
 
You need to unscrew the lock screw a lot.

And if the rotation is a lot, then the ones behind the base as well.

Under normal unscrewing of the set screw, it is designed to only move a little like 3 clicks, so unscrewing it more will let it move more.

Finally a camera with enough zoom!

That looks great and better than we see from the Z12E and 5442-Z4E, but I think this camera costs quite a bit more than those as well.

I love the crisp detail of the headlights and plate. What settings did you end up with.

Do you have extra external IR shining on the scene? Or maybe a close street light?

There are no street lamps or external IR in that area, and I have two 12MP cameras installed at the front for wider coverage. However, their IR light is focused too far to cover that particular spot. Basically, it remains a dark area because of the surrounding trees. Some light from my other cameras might reflect there, but I plan to test that later by turning the other cameras off to compare the difference. As wittaj mentioned, the customized bit rate can be adjusted. I’ve never tried that before, but based on wittaj’s comment, it seems that increasing it could improve picture quality. What would you recommend for those numbers? Should I leave them at the current settings? I’m already satisfied with the picture quality, but I don’t mind pushing the settings a bit further to see if it improves things.

Nit sure how all of that will react with H.265 and AI codec though.
