I had this problem along with "Bad response" in my BL find/inspect and no BL stream profiles.
It was wittaj's suggestion of a factory reset that fixed it for me.

Thank you so much. I did the full factory reset and deleted from blue iris. I have the cam on the 2nd NIC. I can see the cam find using the CONFIG Tool but when I ask blue iris to find it, it wont I can manually add with the IP address. Still works on the cam directly But I can't move the PTZ with the UI3 interface nor Blue Iris.
Thanks. I tried that too The interface in general is slow. But no change since the total factory reset. I had this same issue with an older Dahua PTZ as well. I never could sort it out.

I have issues with the camera resetting if I change position from the web interface or from BlueIris. The web ui kicks me out and I see 'No Signal' Error80000274d (Failed to connect) in BlueIris

This is a cable issue. The key is you said you turned off IR, and the problem stopped. The cam is starved for power.
Either, you didn't use good quality Cat5e or better Solid Copper cable of at least 24Awg size or bigger.
You have bad crimps on that cable that you installed, they need recrimped to the 568b standard.
You exceeded the distance limit of 328 ft.
Hopefully you didn't use any Flat ethernet cable garbage.
Or you have too many connection points in the line.

23AWG, 30 ft long, checked with fluke nettool... Like I said, it worked fine for a week...

So even though this new GUI claims to be supported by other browsers, folks here that collaborate with Dahua and get "under the hood" into the firmware have noticed that some settings reset or don't take after user browsers other than Internet Explorer - not Edge or Chrome with IE compatibility mode, but true Internet Explorer.
Does it suck having to use an old browser, yes, but folks that continue to use IE don't experience these issues with settings.
If your camera is restarting, then it is a power or cable issue OR you are trying to much with the camera (running at spec rated FPS, highest bitrate, too many IVS rules, etc.) and the processor is hanging up and restarting.
And if it is both, then the restart causes the firmware to reset due to the settings being set in a browser other than IE.

I never said the camera settings were resetting, I said the whole camera was resetting... and that does not explain the long delay in the video feed!

You're not exactly being clear on the problem you're having. People come here on a regular basis with this type of problem and it almost always boils down to a power issue either due to the cable being bad or POE port going bad.
