Has nothing to do with the price of oil worldwide falling for the past 3 years due to economies slowing... Worldwide oil price peaked at about $115 in May of '22, they've been coming down ever since.
US domestic Oil production has been on a tear since 2011. When you pump more oil, the price goes down.

Officials wrote that Minnesota now has two choices going forward — “follow the law or lose funding.” …
