Dude should open his mouth so he could back-flush his mouth and brush his teeth with the shit-infused water. :p

I guess he had the right wrench to open that hydrant. On a side note, when I lived in northern CA from '75 to '04 it was illegal for a citizen to do that but contractors could apply for a permit, attach a meter then pay for the water they used on a state, county or city project.
