It doesn't matter how much oil reserves you have. If you don't have the refineries, you are not getting any byproducts and this year all around the world, a whole lot of them where seen burning.
With two wars going on Iran and Ukraine, taking out lot of Oil infrastructure, few more hits on Oil infrastructure will mean people are going to starve all around the world.

Venuzulean oil was brought into the market in haste due to Iran war but only China and India can refine their heavy grade oil. China stopped buying them after US took control of their oil.
