Are some of the small businesses the ones selling all the cheap Chinese made trinkets on eBay and Amazon? I can definitely see their sales business being impacted by tariffs.
Ideally, the tariffs should go away. It's a tool to alter behavior of countries we trade with and to alter the behavior of companies that favor cheap labor in other countries then import their product to the USA. The money coming in should only be seen as a cherry on top of a current strategy to better position the USA (America First).
