Hmmm....handicapped license plates. I wonder which of the two can't walk more than 100 feet without becoming winded or having to rest?
When I lived in CA from '74 to '04 you had to be in such a poor physical state you probably wished you did NOT qualify. Apparently they hand them out now if you have a hangnail, elderly....or maybe just lazy.
