Holy shit! With that much light you could damn near run default auto settings and get a great capture.

Although difficult to know for sure, I would bet that the camera is probably near its slowest shutter speed as it looks waaay too bright for nighttime. It would cost a small fortune to have a parking lot this bright at night, not to mention that the people in the house behind the fence wouldn't get much sleep

Oh, I agree and 1000% more light than I have. Just explains the reason why the person is blurred in the still.
By the way, the histogram was highlight heavy and low on shadow detail, which leads me to believe the still image was manipulated in an effort to identify the person. No amount of manipulation of the image in post will correct motion blur

He might have more light but I have very decent cameras. If we could collaberate, his light and my cams, we'd be in business!
And even in daylight, the footage is useless. Can't tell the make or model of vehicles, cannot identify any of the perps. This is one camera forced to do the job of at least 2 cameras. I'd say at least 3 though to cover the area.

Here's one for you, from our area taken from Facebook. Can you identify any features of these individuals? And this particular spot is known to be a high crime area.

I see what they're doing here. Look at the upper left of the top photo. Not only are they shooting a still of the monitor screen, but they are digitally zooming in to a smaller ROI to crop out the part of the building (and make everything bigger in the ROI). 
A proper still taken directly from the NVR and a good camera install could have had a better outcome, but then again, maybe not
