Hello. Maybe the subject is little confusing, but it is like this:

I have an Hikvision camera, connected to the cloud from Hik-Connect, without opening ports. I can see the live view, playbacks etc, but i cannot enter the settings ( setting day night , WDR, flip mirror camera etc )
IVMS CMS platforms gives hcnetsdk.dll Error when i click Remote configuration.

Is it somehow possible, to configure cameras, which are connected to the cloud, from remote ( outside that network )
Camera is connected to a 4G router.. Opening ports is no option.

i would strongly suggest not using hik-connect...

in some cases you have to ( strong firewall, no vpn )
btw I am aware of the risks. have read that article ,thanks

as you can see from the exploit, the strong firewall does nothing.
a vpn enabled router is cheap. There are even cheaper options if you want to tinker...

its going out of subject, but how do you want to open the vpn port ( which is neccessary as i know ) as you do not have acces to the main (isp modem ) - firewall.?

isp modems dont have firewalls. You may have an isp modem/router combo. If that is the case, replace it. if you are paying the isp to rent the modem, even more of a reason to do that.

The problem here is that i have no acces to the modem/router
I am not managing it.and the manager will not do any configuration on it.So i connect to the camera from the cloud to view my office.
Unfortunately i cannot acces the configuration to diaable IR by eg. Or to other settings.
And that was what i need help with actually

how did the "manager" allow you to connect a hikvision camera?

it is allowed for securing our owings. But that is not the issue now :))
I just want to configure the camera which is connected at the cloud.. Really noone? Am i the only one with such a need ... ?
