Looks like it!. One other possibility is it might be a device that sprays something like pepper spray/pepper gel. I couldn't tell what he was actually carrying after looking at the video the pictures came from.
Looks like he's fit and what he is wearing and riding doesn't look old at all. It's legal to open carry in Texas. I bet he'd draw some Lubbock Police Department officers like flies to dog poop if someone reported him.
Yes, they are excellent at what they do. Unfortunately, some people flip out when there is wildlife near their home and report the creatures to Lubbock Animal Services. How dare the animals be in their backyard or near their front porch.

New rental neighbor just moved in from Michigan . . . brought the tattoos with him. My neighborhood goes to hell faster every day.
The tatoo man looks like not a good one. 
This dude really looking kind of scary and weird with those face and neck tattoos. I will not want to run into him at night in those alley. Good thing you can legal carry in your state.
I think I've mentioned a few times that my neighborhood is going to hell faster by the day. Here is a picture of a punk that is rarely seen outside. Tell me that isn't an ankle monitor on his right leg? 
On a side note, I have just got to get better PTZ cameras than the two I've got right now. Zoomed in at maximum level and not always crystal clear in the daytime. I sure hope something decent comes along that isn't way too big and works well at night . . . and comes in black rather than white.
