Push failure 404 requested entity not found.

I have 2 Pixel 9 android phones.
One gets push notifications, the other one gets the error message "push: failed (404/requested entity not found) check security exemptions, possible software update."
Both phones are identical, but i have no idea what settings I should be checking.
I deleted the server on the phone and reconnected it with the QR code, but same error.
I have searched for solutions, but none address one phone getting push notifications and one not.
Can someone point me to what settings I should be looking at?
 
I have multiple Android Pixels phones and it seems that I can only get BI notifications on 1 phone at a time. After about 25 or so notifications, they stop working, and I have to cycle power on phone for them to be active again. I don't know if it is a BI or Android problem. I use Pushover notifications as redundancy so I don't miss any thing. We are well into the 21st century now, you would think things would work better.
