trying to find a basic FREE (not trial) software that i can set to ping a device(s) and when it misses a set number of pings it will send an email

Have you looked at:
PING Tester - Uptime Monitoring with PRTG

( Not certain if it fully meets your requirements in particular w/email )

requires some work on your end but it will do what you ask and then some.
