I am looking to setup whole system for my mother's place. If I eventually plan to expand to 12 starlight cams, considering about $200-$300 price difference for PC (being more expensive), is it really worth going the PC route, or NVR5216-16P-4KS2 is a better choice?

Yes. IT IS really worth it.

If you watch for a deal on Ebay for a refurbed unit, it can be roughly the same price.
If you haven't, read the wiki at the top of the page.
BI runs circles around an NVR, especially the BI mobile app.

Dell Refurb section (I was told to avoid Inspiron and only look at biz section for Optiplex) tends to have good deals too.

using nvr with POE ports, i think better and easier to make the power, no need to buy an extra switch. My client who install, they always use the POE NVR.
