Are these good settings to start with for an indoor camera that is using IR at night?

Yes they are, but you can usually go faster shutters indoors due to IR reflection bounce off of the walls.

Thank you. Just found this thread too which was a big help in understanding the shutter speed range in ms vs the fractional shutter speed that I am used to seeing.

 
You need more zoom at that distance.

Digital zoom only works in Hollywood.

If that is the distance you want to IDENTIFY, you need to cut that field of view down at least in half.
 
FYI I run all of my 4MP cams at 10,240 bitrate CBR
