Need some guidance picking out pc

I’m looking for some guidance picking out a pc for my BI build.
to start out I’m only going to have 1 or 2 cameras, I plan to have 4/5 max in the future.
My plan is to buy a used pc. I want something that’s not a power hog as I don’t want to Increases my electric bill by a lot each month.
any suggestions?

Also note its not the number of cameras but rather the overall load. For example, 5 8mp cameras at 20fps will be very different than 5 1080p cameras at 10fps.
