Max Bitrate

I've notice that sometimes the bitrate exceeds the set max bitrate on my G3 ColorVU cameras (DS-2CD2387G3-LIS2UY/SL), which causes artifacts. The bitrate can go up to 19500Kbps - I've tried to reduce and increase the bitrate, reduce gain, reduce DNR, but it's made no difference. It won't let me change the 'Video Quality' from Highest to anything else (it's greyed out on the NVR and Cameras). How do I stop the bitrate from exceeding the set max bitrate?

Get a camera that allows you to set a fixed bitrate?

Seriously, even mine with a bitrate fixed and CBR do from time to time exceed max. That said I dont get any image distortion when they do..
