Live View Padlock Icon

Hi.

I am running NVR 4.0. On live view does anyone know what the icon is which is a grey padlock with arrows going round it are? Its right next to the bell icon which shows my alarms are active.

Should say its not there all the time and mostly when I click it nothing happens or it vanishes.
