I have several Chinese IP cameras (IPCAM-100) that stopped working one by one and no longer boot when powered via PoE, but they work normally with a 12V adapter.
I tested multiple Ethernet cables and PoE switches. The PoE switch shows a green light, but there is no activity and the cameras do not boot. The IR LEDs also do not turn on when the lens is covered.
When powered with a PC connection and a 12V adapter, the cameras function correctly.
I checked the hardware and found bulging capacitors (replaced) but still some issue. The NVR has also experienced multiple sudden shutdowns due to power outages, which may be related.

More than six cameras have the same issue (green PoE light, no boot, bulging capacitors).
Any ideas on the cause or a possible fix?
