This is bad. So now targets and choice to attack depends on the unit level commander, so like a dead mans switch.
Venezuelan oil was brought to market because they wanted to ensure that oil prices don't go too high because Iran closure of the strait of hormuz, choking oil supplies from middle east. That is why Venezuela was attacked first, without which attack on Iran wouldn't have happened.
Oil prices will now go up and Russia benefits, all of its oil is now bought by China. Making Russia and China fully dependent on each other.

Well, Russia still has to ship a lot of that Oil to China as it does not have as many pipelines to China compared to the EU.
So, we'll see how well that works out
Artic sea will be useable in summer, for now the Oil tankers which was going to India is now now going to China. Iran closing the strait has no impact on Russian oil tankers heading to China. India is still buying Russian oil.
