No he is looking at Israel and Bibi. Where they level and kill civilians for land grab and genocide.

Both Ukraine and Russia have hit civilian infrastructure albiet accidentally. They mostly only hit miltary targets except from Oil infrastructure, Grid infrastructure and bridge attack like that on that Crimea bridge and Kherson bridge. Some times you see Ukraine blowing them up to stall Russian advance or Vice versa during Ukraine counter offensive.

Unlike in Ukraine, where hitting bridges have a huge impact on miltary movement due to large amount of water under the bridges and can effectively cut off land access.

In Iran its ineffective, since it's bone dry.
