Hikvision NVR only switch between 2 outputs not all

Hello,

I've HikVision 256 NVR ( DS-96256NXI-S24R ), which have 4 HDMI output ports

• HDMI1/VGA1 Resolution up to 4k
• HDMI2/VGA2 Resolution up to 4k
• HDMI3 Resolution up to 8K
• HDMI4 Resolution up to 1080

I have 3 tv's connected to HDMI 1, 2 and 3, when I switch output it only switch between 1 & 3 and can't put mouse on 2nd at all !
and the option "Simultaneous output for all video ports" is off.

it says there's 4 mode to the output and it seems with my issue the mode is 3, mode 4 support 4k on each output and make them independently but I dont see option to chance the mode
