Hikvision DS-2CD2432F-IW can't make connection with TFTP server, please help!

Hello,
my Hikvision camera is connected on a wired connection to a local switch (no internet acces) and powered by 12v plug to a laptop.
I also tried another switch and another laptop (operating systems are Windows 10)
I have also disabled the Microsoft Defender Firewall and Windows default anti-virus.

The pc has ip adress 192.0.0.128 and the ip camera has ip adress 192.0.0.64.

Still no connection, what could I try next?

I want to install new firmware because the camera gives a live view for 4 minutes and then hangs for 1 minute, this keeps repeating.

Or is there an other way to solve this problem?
