It looks like the 'Catch-22' situation where the newer firmware won't run - but the downgrade block prevents loading of earlier, working firmware.
Very common on R0 cameras bought on-line where newer firmware was attempted.
I created a solution for the situation for DS-2CD2x32 cameras - but I don't know about the 2030, sorry,
