Hi...I would like to install a camera outside our home, but would like to separate it from our home Spectrum internet (router?) set up for security reasons. I had purchased a Tapo MagCam 2k+ from Amazon, don't know if I can use this now. How would I go about setting this up? (No NVR/DVR). Thanks!
 
You can absolutely use the Tapo MagCam offline by initially setting it up via a mobile hotspot, but keep in mind that as a battery-powered camera, it will only record motion events to a MicroSD card and won't support RTSP or ONVIF streams.

How does it display locally without internet access?
 
If you used a standalone wifi router you could set it up to view without internet. I have pre-set up one for houses without internet being built so I could use the phone to view and aim the cameras.
What ever wifi settings you use you put your cell phone to that routers wifi rather then the home one you use.
You can even hardwire a NVR DVR to it also. Just a thought
