Traffic signal techs and traffic engineers in my orbit from '73 to '04 had an understanding about the trains and the RR Xings that had traffic signals which depended on a contact closure from the RR to prempt the traffic signals, clear the tracks, stop vehicle traffic headed toward the tracks, etc. before the train arrived at the crossing....

"The train's coming through the crossing whether the tracks are clear and the gates are down or not".
