I think it is a bounty hunter looking for plates of warrants or stolen or repo vehicles.

I have seen that before thru mine as well.

That answer is way too dull for a site having ghosts, elite burglars raiding trailer park homes, mouse spy cams, etc.

This is pretty common on vehicle mounted LPRs. I am not sure why, but the pulse rate is irregular, and it's not based on what the camera sees.
