Colored pixel issue

I just enabled hardware acceleration in BI and now I get the colored pixelating at the top of this camera. If I remove the h/w acceleration the pixel issue goes away. What's up with that???
BlueIris version is the latest upgrade.
computer is a i7-4770
camera is a Hikvision 2042WD-I
There are 8 other cameras (all Hikvision) managed by BI and this is the only one that does this.
Any ideas what is causing this?
