Choppy/Stuttering video recording and playback

Greetings,
I'm having an issue where videos recorded do not play back smoothly, there'll be a very brief pause every 1/2 to 1.0 second.
I found another article https:/ipcamtalk.com/threads/blueiris-video-playback-stuttering.50036/ that sounds very similar, but he says when exports the clips they play smoothly with VLC, whereas in my case they still stutter in VLC.
I've gone through all the best practice guides and have done all the CPU optimizations and what not. My CPU usage is always very low, say 10-15%
My camera settings include 20FPS with an iframe interval of 20.
I would just blame the camera, but recordings on the SD card in the camera are smooth, and I temporarily installed PSS and recordings on there were smooth as well.
I'll try to attach a video clip example, but I'm not sure if this forum will allow a file of that size.

Type of storage being used, internal disk, NAS, USB
Video encoding and full video configuration (screen capture is best)
Sub streams being used?

Are you running headless ?
Does the video traffic between the camera and BI pass through the router ?
Is the stutter on the BI PC or on remote viewing ?
On the BI Camera video tab is "Limit decoding unless required" checked ?

No, but I'd be happy to turn it on and try it if that's what you're suggesting.

limit decoding should be off.
I looked at the video file I see no choppy or stuttering of the front porch camera. The car move smoothly. I am looking at it on a 4 K monitor,
What monitor and what graphics card ae you using ?

Down load the file to a none BI PC and look at it.
It may be that your 9 year old CPU Xeon E3-1220v2 with out hardware acceleration and 4 threads is have a problem processing the incoming traffic and running the display

Thanks for checking it out.
I was watching the clip on an 8th gen i7 and it still showed choppy.
I just tried a third computer and I do see that the video is smooth.
So that makes be on-par with the other thread I mentioned in the initial post. Choppy in interface, but smooth in exports.
I certainly take your meaning that my hardware is dated, but before throwing money at newer hardware I wanted to do the diligence to make sure that was the only issue.
I still struggle to understand why the old system can't keep up if the CPU usage never goes above 15%. I could certainly understand that it was overworked if the CPU was up in the 90s.

Okay I've gone from the aforementioned 9 year old CPU, to a 5 year old CPU, to now I'm on a 9th generation i5 and the stuttering is exactly the same in all three cases.
As mentioned above the exported clips are nice and smooth, its just when playing back clips that were recorded to the hard drive (as direct-to-disk) in the BI application and web interface that the playback looks choppy.
Any other thoughts besides hardware? There seems to be lost of posts on IPCamTalk and I've gone through every suggestion made on all of them, and nothing has any affect on the choppy playback.

Thanks but I had already been through that, and like I said if I export the video from BI and play it with like VLC for example, it plays back smooth.
(Originally I didn't think the export was smooth but someone else on the forum downloaded the video and it played smooth for them, so I tried it on another computer and it plays smoothly there too).
So I've gotten rid of all the aged hardware that might have been causing the issue. My BI box is now a 9th gen i5 and just as always things are well optimized so the CPU usage is negligible.
On said i5 the VLC playback of the exported clips is smooth, but viewing in BI's application or web interface it is choppy, like it plays just a little bit faster than 1.0x for 0.9 seconds and then each 1.0 second it freezes for 0.1 seconds to kind of straighten things out. I see you've got a lot of HikVision cameras, I do have one laying around, I might try switching out this Dahua. Even though the feed from the Dahua is smooth in VLC and the clips that BI records from the Dahua are smooth when exported, changing out the camera is just about the last thing I can think to try.
