What about an old iPhone or Android phone or tablet, a 5VDC POE splitter, USB-C to Ethernet adapter, Chrome browser and Blue Iris UI3 or stream camera RTSP to VLC?

Good price on the ELO touchscreen.

For a small touchscreen I installed / updated Android on the NSPanel Pro first gen.

You can take the back off for almost a flush mount.
