Caught someone on my roof with my ptz cam

I heard a noise on my roof at night, so I turned my ptz camera to it and found this doo doo face that hangs with my next door neighbor on it.

He was trying to remove a floodlight. The mexico border is behind my house so maybe it’s related.

I tried hitting his hand with a baseball bat but he must have sensed me and ran off. Called 911 they said units were busy so they sent border patrol. They didnt find him, i called for the pd again once they left. An officer came and shined his light around looking, which is fine. Person must have bailed the area by then.

Stirkes me some razor wire (if legal in your jurisdiction is needed).

A far happier call to the PD would be there's a guy on my roof entangled in the rolls of razor wire. Can you please send someone to extracate and arrest him.
