Can my OLD PC run BI 6 w/AI?

I bought another instance of BI to run on my Optiplex 9020/ i5-4590 w 32GB ram... and an old WD 5TB and a Seagate 8TB shucked from a Backup Plus USB storage product.
I'm tinkering around with the built in AI on an old 1060 graphics card. I think the instance of BI on the Dell 3630 could take a vacation and allow me to enable sleep mode on this power hungry machine.
I took the @looney2ns recommended Netgear 5 port POE and stuck it under my desk to share the single ethernet into my room. Now I could also "bench test" a camera from the desk. (Desk test :) Dench test?
For more tinkering annoyance I added a Bluetooth wifi6 combo PCIe card so i can use my headphones.

The wifi module in the 9020 optiplex is plenty fast (pic 1) with 2 Pc's streaming 12 cams over one ethernet connection.
Blue iris seems to work fine over wifi, but I'm currently showing about 7 phones connected so I don't want to Hog all the bandwidth.
I'll be tweaking ONVIF settings for a week now :)
Manually added each cam.
