I like this camera but it would work better for me upside down at the 2 locations I would want to install it. Here is the camera and mounting bracket.

No don't do that. That would retain water in the upper dome where the water seals are the weakest. It's designed to shed water away from the vulnerable areas in the upright position. Up side down will doom it to early demise. You could go with a 'positioning" style PTZ.

I have two of those and they are the ones I am looking to upgrade. They have a 2mp with the 1/2.8" sensor. The one in my link is 4MP with the 1/1.8" sensor.
That camera weighs 64 POUNDS. I would need a crane to install it. Plus it only has a 1/2.8" sensor and is 2mp. Dimensions are 20.35" X 16" X 11.35".

Yes, that can be mounted upright. That's known as a parapet mount. The PTZ1A225U-IRA-N comes with a junction box for that.
