BI5 updates cams only initially

I got a replacement ATT access box. BI5 only updates the 9 camera images when BI is started and never again until until BI is shut down and restarted. If a camera is restarted that image is gone forever, its color bars only. All cameras are connected POE Ethernet and in two different buildings. Win 10 on i7.
Whats wrong here?

is BI running as a service ?
Is the screen in bi paused ? The two virtical bars in the upper right corner !
are you running bi on both windows 7 and windows 10 ?
