Did you make the settings on the PTZ using Internet Explorer? With other browsers the settings sometimes will not hold, be reset to the default 10 seconds, or even be hidden. -

Definitely agree with you on the HLC on the B54OPRO-Z4E. Tested HLC-1 with the Color4M-T cameras, but for them the WDR seems to work better.
