This is pretty common on vehicle mounted LPRs. I am not sure why, but the pulse rate is irregular, and it's not based on what the camera sees.

Police use this to monitor plates for unpaid tickets to boot the vehicle and tow it and private industry use it to find vehicle up for repo. Repo know people try to hide vehicle blocks away from their home or apartment so they go driving around several blocks from debtor address in hope to find the vehicles up for repo.
And yet they can't find my stolen 1973 Karmann Ghia. Maybe if it had an unpaid ticket, they could find it.
