Dear God....and this man is piloting a 4,500 lb. vehicle on tthe roads. Honestly, I can't say that I would not have gotten a plate number and called 9-1-1, let LEO sort it out.
Even if he's not high but has a neuromuscular disorder it seems too violent and uncontrolled to allow him to safely and legally drive, even in CA.

Looks like a commercial vehicle, which he obviously does not own. His employer might be interested in the video.
