I think in their mind they meant to say, in so many words, is "In order for you to come in, you must remove the burqa.....that's your ONLY option."
You nailed the problem I believe. I know that when I write an email or forum post I have to make several proofreading passes on it before I think it's acceptable, then sometimes people who read it still don't get the point I wanted to make. I have a higher expectation for "professional" journalists, that they should either get these things right the first time, go back and learn how to do that, or find another profession (3 options there :)). During most of my employment there was an Engineering department and Tech Writer department. The tech writers were the ones who knew how to translate nerd gobbledygook into something understandable, and journalists should have the same capability.

What embarrasses me the most is when I read something I wrote a few years earlier, like documenting some camera wiring, and even I can't understand what it's trying to say.
