Can someone help me to setup VLC player to stream from HikVison DVR DS-7216HGHI-SH?

fyi RSTP is Spanning Tree for Packet Switching, RTSP is Realtime Streaming :)

Thanks man, also do I need to configure on Hikvision DVR too?

no should be enabled, its the same method native apps and 3rd party programs use to stream.

tho you might be able to change it to non-default port (554)
