I think they are attempting to make a point with regards to separation of Church and State
The point they are making, if their Prayer offends you that it was done within the State Offices, then perhaps all PUBLIC Government supported prayers in State Offices should be limited.
( perhaps a moment of silence for people to privately pray would work instead? )
Just think the next you will see is Islamic Prayers in State Offices .. some of which are reportedly anti-Christian

No I get it, this is not the first time this has happened. What got me is everyone got up and bowed their heads.
