FYI - this topic was posted in another thread, however it is very applicable here

US White House put sanctions o the ICC, and as a result there were reports that MicroSoft ran a kill switch on ICC related email accounts.

This has brought up the issue of digital sovereignty, and Europe and others are now seriously looking at alternatives that are not able to be killed by the US White House or other nations.

Honestly, I am surprised it has taken Europe this long to actually move on this.

If I was MicroSoft I would look to spin out a separate MicroSoft Europe company to keep my market position.

Why putting this in the AI thread?
Because it absolutely applies to AI also.

Europe is going to have to get serious about independence from USA, China, Russia "kill switches"

Here's the AI summary:

The headline highlights a major shift in digital sovereignty happening across Europe. The Dutch Ministry of the Interior and Kingdom Relations (BZK) has launched an initiative called DAWO (Digitaal Autonome Werkomgeving Overheid, or Digital Autonomous Government Work Environment) to build a complete, independent software ecosystem that replaces Microsoft Windows, Office, and U.S.-controlled cloud infrastructure. [1, 2, 3, 4, 5]

The Geopolitical Trigger
The catalyst occurred when the U.S. government imposed sanctions against the International Criminal Court (ICC) in The Hague. Following the sanctions, reports emerged that the ICC chief prosecutor's Microsoft Outlook email account was abruptly deactivated because U.S. companies are legally barred from doing business with sanctioned entities. [1, 2, 3]
While Microsoft disputed how the cutoff occurred, the incident served as a wake-up call for Dutch officials. They realized that having an entire nation’s public infrastructure tied to proprietary, foreign Big Tech meant that a political decision made in Washington could theoretically "flip a kill switch" on Dutch government operations. [1, 2, 3, 4]

What is the DAWO Ecosystem?
DAWO is not just an operating system; it is a modular, open-source stack designed to completely replace the Microsoft ecosystem: [1, 2]
  • Operating System: Driven by NixOS, a unique Linux distribution.
  • Productivity & Office: Transitioning to open-source alternatives like Germany's openDesk initiative and France's La Suite.
  • Infrastructure: Includes entirely open-source, European-hosted cloud environments, backup protocols, and administrative utilities. [1, 2, 3, 4]

Why NixOS?
The Dutch government trialed other major enterprise Linux distributions like openSUSE and Fedora before settling on NixOS. They chose NixOS for distinct technical and philosophical reasons: [1, 2]
  1. No Corporate Control: Unlike Fedora (owned by IBM/Red Hat) or openSUSE (backed by SUSE), NixOS is governed by a non-profit foundation. [1, 2]
  2. Local Pedigree: NixOS has deep Dutch roots—it was originally founded by Dutch developer Eelco Dolstra and originated from research at Utrecht University. [1, 2]
  3. Declarative & Immutable: NixOS treats an entire operating system configuration as a single, reproducible code file. Developers state that 80% to 90% of the system configuration code can be copied directly from one government deployment to another. If an update breaks a computer, it can be instantaneously rolled back to its previous state. [1, 2, 3, 4]
  4. Hardware Sustainability: NixOS is incredibly lightweight. The pilot programs are actively running on decommissioned, older laptops that Microsoft's strict hardware requirements entirely locked out from running Windows 11. [1, 2, 3]

Current Status and Next Steps
The project is currently in an active testing phase across eight Dutch municipalities. The developers have even built custom graphical user interfaces (GUIs) so that existing Windows systems administrators can manage the NixOS fleet without needing to master complex command-line programming. [1, 2, 3]
The Dutch government expects to deliver the first stable Version 1.0 release by the end of 2027, with gradual, broader deployment to follow. The Netherlands isn't alone either—this project mirrors major ongoing migration efforts away from Microsoft in Germany, France, Denmark, and Switzerland. [1]

But of course

President Trump says the US government might take ownership stakes in OpenAI, Anthropic and other AI companies.

Honestly, with all the USA Regulations and Red Tape I expect nearly 100% of larger projects that have significant supply chain bottlenecks ( power, equipment, manpower, et al ) to be delayed.

With private credit issues and increases in bond yields I would expect significant economic related issues with these delays.
( some will want to move money from AI plays into bonds now due to fear the bubble is ready to pullback )

Yes China will love it .. and yes AI companies are ok with "slowing" down innovation if everyone does it

As is, some big AI companies are still reporting supply constraints ( like Google )

Yes, AI companies want a Government / Tax Payer backstop

imho late for the US Tax Payer to be put into this game, will be yet another game of "privatize the gains, socialize the loss"

Trump forcing the name from AI to Super Intelligence ..

In September 2026, Donald Trump signed an executive order officially renaming "Artificial Intelligence" to "Super Intelligence" across the U.S. executive branch. The administration argues that "artificial" makes the technology sound "fake" and that "super" better captures its transformative capabilities. This rebranding coincided with the signing of the White House Accord on Super Intelligence, a voluntary safety agreement with major tech executives, and has sparked debate because it conflates current AI with the distinct, hypothetical concept of ASI. The term change has even caused a surge in registrations for the .si domain, which is typically associated with Slovenia.

This reportedly is the signatur page ..
Look closely at the DJT signature and description .. ( I'm still looking for the actual signing ceremony to confirm .. )
