So something recently happened or changed. I can access BI remotely via Cellular/3G, but when I go on someone else's wifi, I'm unable to access it. Maybe some settings got reverted/defaulted but can you help me.

in BI, Web Server Settings:
Local, internal LAN: Should be what??? (tailscale address? / local IP 192....)

Remote, External WAN: Should be what?

Bind Exclusively is checked.

Uncheck Bind Exclusively. That is probably your entire problem. It makes it so Blue Iris will only accept connections coming in to the address you have selected in the LAN box.

I'm honestly not sure what the "Remote, external" WAN address field is for. You can ignore it.

Also to help prevent future issues make sure you have a windows firewall rule created (in the Advanced section) that allows inbound TCP traffic on port 81 or whatever port you use, for all network types (domain/private/public). The default firewall rule affecting BlueIris.exe can get broken when you upgrade to version 6 or if Windows changes your network type to Public for its own reasons, whereas if you create the rule like I describe, that is more reliable.

Since you have tailscale you should be using the tailscale address to connect to Blue Iris, and then when it doesn't work from some location it is almost certainly because Tailscale is unable to establish a tunnel for some reason.
